Auctioning a Documented Vessel?

You can read here (http://www.naplesnews.com/news/2012/oct/15/city-offers-abandoned-boat-to-salvage-companies/) about how the City of Naples, Florida is auctioning off a 34' Catamaran to willing marine salvage companies. That could be a big problem for the City because if the catamaran is a documented vessel and the City's pursuing a lien foreclosure action under state law, it could potentially be challenged.
